Natural language processing (NLP) technology has become a vital instrument in financial research due to the quick advancement of artificial intelligence technology. This technology has opened up new avenues for financial market analysis, including risk assessment, financial report interpretation, and public opinion monitoring. This research propose novel technique in financial service recommendation using cognitive machine learning model and NLP. Here the cognitive recommendation system for financial service is given and the NLP processing for the web crawling and text mining the machine learning technique based recurrent BiLSTM based transfer graph neural network. the experimental analysis is carried out in terms of training accuracy, random precision, recall, F1-score, AUC. Proposed technique attained training accuracy 98%, random precision 97%, recall 95%, AUC 96% and F1-score 97%.
