Abstract
Educational technology has become a strategic component of contemporary school
education, but technology adoption alone does not produce educational improvement. The quality
of technology integration depends substantially on how school heads establish vision, build teacher
capacity, allocate resources, manage change, use evidence, and protect equity, privacy, and digital
well-being. This conceptual article reframes the broader educational-leadership discussion in the
source document around the specific problem of leadership in educational technology with
reference to school heads. Drawing on research on school technology leadership, digital
leadership, instructional leadership, the UNESCO Global Education Monitoring Report, the
National Education Policy (NEP) 2020, and international standards for education leaders, the
article examines the changing role of school heads in technology-enabled school transformation.
The discussion identifies seven interconnected leadership responsibilities: developing a shared
integration; ensuring digital equity and inclusion; governing data, privacy, ethics, and artificial
intelligence; using technology for evidence-informed administration; and building a culture of
continuous innovation and professional learning. The article argues that the school head should
function not merely as a technology user or administrator but as a strategic digital learning leader
who connects technology, pedagogy, people, policy, and school improvement. For the Indian context, this role is particularly relevant to the technology-related directions of NEP 2020, including the use of digital platforms, educational technology research, professional development,
and equitable access. The paper concludes with a practical framework for strengthening school-
head capacity in educational technology leadership.
