India's shift to Economy 4.0, which is driven by digitalization, automation, artificial intelligence, and data governance, needs strong policy oversight to make sure that the change is fair and long-lasting. Digital public infrastructure facilitates India's transition from traditional industrial growth to a knowledge-based economy. This article critically examines the role of institutional frameworks, transnational policy models, and knowledge-based economy. Using Germany's Industry
4.0 and OECD frameworks as a guide, it looks at India's policy strengths and structural problems and that adaptable, coordinated, and inclusive governance is necessary to turn technical progress into fair economic growth. The quality and coherence of India's policy governance architecture are critical to governance gaps in areas including skills, MSME digital uptake, and data regulation. The review finds physical systems and data-driven manufacturing.
